Motor vehicle agency
The state office that issues titles and registrations. It goes by a different name and a different set of initials in almost every state.
What it means
Every state has one office responsible for vehicle titles, and no two states agree on what to call it. DMV, MVD, BMV, MVA, RMV, OMV, DVS, the Department of Licensing, the Secretary of State, the Department of Revenue and the county clerk are all the titling authority somewhere.
In some states the work is done at county offices rather than by the state directly, which changes where you go and what you can do by post.
The agency is not a court. It records ownership and will not decide who is entitled to a vehicle — it applies the paperwork the law says is sufficient.
Why it matters
Almost every instruction in a vehicle transfer ends at this office, and searching for the wrong name is a frequent way a family cannot find the right form.
It also decides the practical constraints nobody publishes: whether an appointment is needed, whether a signature must be notarized at the counter, and whether the office that takes the form is the state's or the county's.

Kentucky
County clerk
The office that does Kentucky's vehicle work. The application and its supporting documents go there; the clerk certifies that they are present and consistent; the clerk collects the motor vehicle usage tax and cannot register a vehicle or issue tags without it; a speed title can only be applied for there rather than in Frankfort; and it is the office to contact where a title has not arrived within 45 days.

Mississippi
County Tax Collector
The office where every Mississippi title transaction is submitted, including all of the death routes. The Department of Revenue in Jackson then issues the certificate. The renewal notice a vehicle owner receives is a courtesy from this office rather than an obligation on it.

Tennessee
County clerk
Where Tennessee title work happens. Current residents obtain titles for new and used vehicles from their county clerk's office, the Affidavit of Inheritance is submitted there, and the county clerk is authorized to approve a Title Only request.
